Arrest warrant issued for Russian woman in Phuket death crash

The warrant accuses Mrs Kim, a Russian of Korean heritage, of reckless driving causing death, and of fleeing the scene of an accident.
Mrs Kim, it is believed, didn’t just flee the scene; she fled the country, all the way back to the Russian Far East.
Pol Capt Thada Sodarak told The Phuket News, “We are in touch with the Russian Embassy who will contact the person’s family and ask them to persuade the person to come back to Phuket to answer the charges.”
But, he added, “I don’t think this is going to happen.”
He said that the family of the victim, 16-year-old Thananbavorn “Lotus” Durongpan, would be getting B200,000 compensation from mandatory vehicle insurance, another B100,000 from the government’s Road Accident Victims Fund, and as much as B1 million from the Class 1 insurance on Mrs Kim’s car (this is still under negotiation).
Russia and Thailand have an extradition treaty, but it specifically excludes Russian nationals being sent back to Thailand for crimes allegedly committed in the Kingdom.
